The MOFCOM Scholarship-CSC Program, sponsored by the Ministry of Commerce of the People’s Republic of China, offers fully funded master’s and doctoral degree programs to international students from developing countries. The scholarship aims to foster top-level professionals in government, trade, agriculture, technology, education, and other interdisciplinary fields, strengthening economic cooperation and social development between China and recipient countries.
Program Details
- Degree Levels:
- Master’s programs: 2-3 years
- Doctoral programs: 3 years
- Language: Programs are taught in English.
- Host Institutions: 26 designated Chinese universities.
Eligibility Criteria
Applicants must:
- Citizenship: Be a citizen of a developing country (excluding China).
- Age: Be under 45 years old (born after September 1, 1976).
- Education:
- Hold a bachelor’s degree with at least three years of relevant work experience for master’s programs.
- Hold a master’s degree for doctoral programs.
- Professional Background:
- Public officials (division level or above), senior management personnel, or academic leaders.
- English Proficiency:
- IELTS ≥ 6.0 or TOEFL ≥ 80.
- Health: Be in good physical and mental condition with a valid health certificate.
- Commitment: Intend to foster collaboration between the home country and China.
- Not be studying in China or receiving other Chinese government scholarships.

- Living Stipend:
- 36,000 RMB/year for master’s students.
- 42,000 RMB/year for doctoral students.
- Settlement Allowance: 3,000 RMB per person.
- Medical Insurance: Comprehensive coverage.
- Travel Costs:
- One-time round-trip international airfare.
- For programs longer than one year: additional annual airfare for home visits.
Application Process
- Online Submission:
- Submit the application via www.campuschina.org.
- Include necessary documents:
- Academic transcripts and certificates.
- Study plan or research proposal.
- Recommendation letters (current employer and academic).
- Health certificate.
- English proficiency test results.
- Non-criminal record certificate.
- Offline Submission:
- Obtain approval and recommendation from the relevant department in your home country.
- Submit all documents to the Economic and Commercial Counselor’s Office (ECCO) of the Chinese Embassy in your country.
Important Notes
- Spouses or dependents are not allowed to accompany the student.
- Original documents must be presented for verification upon enrollment.
- Scholarship recipients must register at their assigned university by September.
